Money is there once you know where to touch it!
While some lawmakers may be experiencing challenges with the loss of their ability to execute certain projects in their communities and control how much-needed aid is disbursed to their constituents, one political aspirant has suggested there is light at the end of the proverbial tunnel.
Former Director of the Water and Sewerage Department (WSD), Perline Scatliffe-Leonard, who is running for office as an Independent Candidate in the Seventh District, pointed out that getting projects done within her district will not prove to be an insurmountable task once she gets elected.
“When it comes to the district, we have budgets specific to each district. So those funds are separate. So when you need to – we have beautification projects to do, we have certain uplifting projects within our community – the money is there, once you know where to touch it and where to go,” Scatliffe-Leonard said.
She continued: “There ain’t going be no stopping this Representative for the Seventh District. I know what to do. That’s the difference.”
Scatliffe-Leonard also suggested that she has an intimate knowledge of the territory’s Water & Sewerage woes in particular, and said once she has been elected she would better be able to push that agenda forward.
Tighter controls
Following the Commission of Inquiry (COI) report issued last year, tighter controls have been placed on the discretionary spending exercised by lawmakers, including on the assistance grants previously under their control.
In the framework agreement document for the implementation of the COI recommendations between the BVI and the United Kingdom, the government agreed to oversee a wholesale review of the territory’s welfare benefits and grants system.
This included HOA Members’ Assistance Grants and Government Ministries’ Assistance Grants. This is decision is aimed at moving towards an open, transparent and single or coherent system of benefits, based on clearly expressed and published criteria without unnecessary discretionary powers.
Welfare benefits and grants for residents have since been completely moved to the Social Development Department.

WTF did I just read? So while at WSD why didn’t she “Touch the money!” and fix the f**king problems? You really cannot make this s**t up. She can find money to beautify the district but no money to have running water throughout the Territory. Excellent, just the representation we need right now.
Ain’t even in office yet, but talking about f●ndl¡ng money SMH that’s all they care about money,money,money! How about focusing on building stronger communities and having us come together as one and aim to have a safer BVI…let’s bring back neighbourhood watch.

Why would we remove a Premier and put in a back bencher? What do you really think you can achieve from the back bench?? Just doesn’t make sense. Not in a crucial time as now.
Look at how many years this lady has been head of water and sewage. It spans several governments and many Ministers for the subject, and she complained about every government and Minister. Now look at the Head of BVIEC who was in position for the same length of time and conditions. His performance was admirable despite the challenges. Every improvement to W&S this lady blocked, and she shut out all her technical experts. Her leadership style leaves a lot to be desired.

ease comfortably , we now has to wonder what position the Holy one ( csc ) has her in ?? Premier,?? ???
The present Premier will never ever hold that position again, infact he might lose his seat as district rep, less @$$

This lady recently laid her dad to rest in peace ask the incumbent about his own whereabouts.
The premier has already been taken out of circulation on an extended stay in Florida for some time now. Hasn’t he de facto already been removed?
And she is leaving it in a worse condition than when she met it. Imagine being the Director for over 10 years and now she running for office nobody ever gave her anything. You do understand that the government spend over 28 million per year on that failing department. Who does she think she fooling? They say no matter how much money give to that woman it couldn’t help because she clearly doesn’t know what she was doing.
But she couldn’t find the money to touch for water & sewerage? Have mercy get on your knees and pray this one doesn’t get elected.
Directing a department responsible for managing the territory’s Water and Sewerage for over a decade… Okay, what is the state of Water and Sewerage in D7, where she intends to run?
Open your eyes please.
Claiming that over the course of a decade that you were stymied, but somehow will be able to surmount all obstacles when put to manage a District? Where is the decade-long proof of surmounting obstacles and why should mere words be believed?

how come all of a sudden she knows where to find the money touch it, but was never interested on finding money for the guys them at WSD, for them to receive for the hard work they put in on a daily basis. imagine 10% of the man them salary she felt that was enough, SMH
