The man found dead in the Windy Hill area of Tortola shortly before daybreak today (March 10) is Alston Penn.

The East End resident was seen in what appeared to be a pool of blood in the middle of the road, usually reliable sources have told BVI News Online.

They added that, from all indication, Penn may have been involved in a struggle.

He reportedly had severe head injuries, presumably inflicted with rocks.

BVI News Online also received information that certain pieces of his clothing were not in place.

Members of the Royal Virgin Islands Police Force (RVIPF) already visited the scene of what appears to be the second homicide reported in the British Virgin Islands since the start of the year.

Meanwhile, the RVIPF has issued a media release in which it appealed for information regarding the death.

It said: “The RVIPF Major Crime Team is leading investigations into the discovery of body of a male found on the Windy Hill Road early this morning. The deceased was pronounced dead at the scene at around 6:37am. Cause of death is still to be determined. The Coroner’s Office was notified.”

“Police are appealing to the public for information that could be helpful in this investigation. Persons can to contact the Major Crime Team directly at 368-5682 or the RVIPF Intelligence Unit at 368-9339. Persons can also report the information anonymously to Crimestoppers through its Miami-based hotline number 800-TIPS (8477),” added the RVIPF.
