Premier backs Junior Minister amid parade misstep
Premier Dr Natalio Wheatley has defended Junior Minister for Culture and Tourism Luce Hodge-Smith following public concern over a proposed change to the Emancipation Festival parade, stressing that the matter remains under consideration and not finalised.
Speaking at a recent press conference, Dr Wheatley expressed strong support for Hodge-Smith, describing her as well-qualified and committed to improving the territory’s cultural celebrations.
“She has my full support… she has my greatest respect and my greatest support, and I believe she’s doing an excellent job,” he stated.
The controversy arose after Hodge-Smith indicated that the annual parade would be moved from its traditional Emancipation Monday slot to another day. However, Premier Wheatley later clarified that no final decision had been taken and that the idea was part of ongoing discussions.
Dr Wheatley said the suggestion was part of his government’s efforts to address long-standing logistical challenges affecting the festival, particularly the clash between the Rise and Shine Tramp and the parade.
“One challenge that everybody acknowledges… is the fact that the same persons who participate in the Rise and Shine Tramp on Monday are the same persons who go to the parade,” Dr Wheatley explained while pointing out that this often leads to delays.
Attempting to resolve a widely recognised issue
He added that Hodge-Smith was simply attempting to resolve a widely recognised issue. “Luce Hodge Smith is trying to solve a problem, and some persons want to persecute her for that,” he said.
According to the Premier, proposals to adjust the parade’s timing or date are not new, as residents have long raised concerns about both events occurring on the same day. “Persons have said over many, many, many years that the two should not be on the same day,” he noted.
Dr Wheatley emphasised that the government is encouraging public engagement before any final decision is made. He said a survey has been proposed to gather feedback from residents and stakeholders.
“My encouragement… was to do a survey… and I believe that we should be open-minded to consider how the celebration can work,” he said.
He urged residents to approach the issue constructively, adding that proposed changes are intended to enhance the festival rather than create division.
“It is not something that should cause rancour… it is an effort to improve our celebrations,” Dr Wheatley said.
The Emancipation Festival remains one of the Virgin Islands’ most significant cultural events, and any changes to its schedule are expected to be closely scrutinised by the public.

Premier, I do not think that the public is arbitrarily angry at the Junior Minister regarding her strong argument on moving the parade day. What I think is the problem is that the public did not have sufficient information or input in the suggestion. There are many entities that would be affected by the change and therefore proper consultation is needed. Further, the Junior Minister cited that the Rise and Shine Tramp is most important, as it celebrates the action taken by the slaves when the emancipation proclamation was read. If that is the case, why not consider hosting the same rise and shine tramp on the actual day of the emancipation proclamation – 1st August. That should solve the problem. Other countries celebrate that day but we do not. Maybe now is the time to do it.
All 13 must go
Jojack and Chichi debated the move on ZBVI last Saturday. Jojack would not be moved from his opinion, which was that as nothing happens on Tuesday anymore, no horse race or water sports, move the parade to Tuesday. It’s an opinion. Atleast one that will not shut down the island again for no good reason. No one is angry with the Junior Minister for trying to solve a “problem”. We are not happy with the arrogant way in which she decided for all of us and presented her decision as a “done deal”. You guys in HOA are elected to represent us, we trusted you with our votes. We didn’t elect you to run our lives into the ground and present your decision for our lives as if we have no say in our own lives. VOTE JOJACK AND CHICHI.
brother cant handle public pressure #FLip Flop… we need stand up and vote the right way
