Premier hails VI’s regulatory strength at FinTech on the Seas
Premier Dr Natalio Wheatley praised the Virgin Islands’ regulatory strength and global reputation in financial services at the start of the “FinTech on the Seas 2025” conference, held at Necker Island last week.
The three-day event, which began on June 25, united leaders in digital finance from around the world for conversations about innovation, policy, and collaboration. It is being seen as a platform to showcase the BVI as a serious player in the global fintech and digital asset space.
“FinTech on the Seas is more than a conference; it is a statement of intent,” Dr Wheatley said. “It reflects the Virgin Islands’ unique value proposition: a seamless blend of breathtaking natural beauty, deep reservoirs of talent, and a bold, future-facing vision for global business.”
Premier Wheatley told delegates that the BVI has earned its reputation over decades as one of the “most secure, best-regulated jurisdictions for international business.” He added, “We have earned this reputation through legal certainty, regulatory integrity, and a steadfast commitment to excellence.”
The Premier also praised the work of Junior Minister for Financial Services, Lorna Smith, OBE, and BVI Finance CEO Elise Donovan for their leadership and support in bringing the conference to life.
“To the Honourable Lorna Smith, OBE, Junior Minister for Financial Services, thank you for your unwavering commitment to advancing the Virgin Islands as a global leader in financial innovation,” he stated. “And to Ms Elise Donovan… you have orchestrated a world-class gathering and reinforced the BVI’s standing as a jurisdiction of choice for fintech innovation and digital asset enterprises.”
Dr Wheatley also pointed to local investment in education as a key strategy for growth in the sector.
“We must invest in our people. Through the Robert Mathavious Institute at the H. Lavity Stoutt Community College, we nurture the next generation of fintech professionals,” he explained.
The event featured expert panels, networking and discussions on areas such as tokenisation, blockchain, compliance, and the global role of fintech,
“This gathering represents what our shores offer: ambition, excellence, and a shared commitment to progress,” Wheatley added.
