Premier threatens to report governor’s ‘act of aggression’ to UN

Premier Andrew Fahie has put Britain on notice that he will be escalating to the United Nations what he described as an “act of aggression” by Governor Augustus Jaspert towards his government.

The Premier gave that indication in a letter to the UK Minister responsible for Overseas Territories, Baroness Elizabeth Sugg, last Friday, September 25.

Fahie was referring to circumstances that led to Governor Jaspert overriding his government’s wishes and inviting British Royal Naval vessel HMS into the territory to assist the BVI in securing its borders.

Grossly inaccurate misrepresentation

The Premier said he was outraged that the governor had decided to ‘hijack’ the territory’s sea borders through what he described as a “grossly inaccurate and exaggerated misrepresentation” of the BVI’s COVID-19 border security threat as well as its ability to protect its own borders.

“Despite the position of the government of the Virgin Islands being clearly articulated to Governor Jaspert, he proceeded to present a paper at this morning’s National Security Council (NSC) meeting which exaggerated the needs of the BVI to paint a fabricated inaccurate and misleading picture of the state of affairs and capabilities of the territory to justify UK interventions, including military involvement, beyond the scope of what was requested by the territorial government,” the Premier wrote to Baroness Sugg.

He continued: “To describe the BVI’s situation as exasperated and our resources as stretched, as Governor Jaspert has done in his NSC paper, is an exaggeration and grossly misrepresents the state of affairs on the ground. To use this fabricated case to create justification for UK interventions is dishonest.”

‘Agressive Governor’

Fahie explained that the BVI only had ‘a few incidents of illegal entry and trafficking of humans and illicit items’ that have since been stymied by a local Joint Task Force in partnership with law enforcement authorities from the neighbouring US Virgin Islands.

According to the Premier, the only thing asked of the UK was for it to provide “technical expertise” with regard to maritime surveillance equipment the BVI was procuring to complement its current border protection strategy. 

Referring back the aforesaid National Security Council meeting that followed his request for technical expertise, Premier Fahie said: “When asked to amend his NSC paper to more accurately reflect the state of the territory’s affairs and needs, and to keep the UK involvement within the scope of what was requested, Governor Jaspert was adamant that he would not. The meeting ended with the NSC not agreeing to the structure of Governor’s paper following an extended session in which Governor Jaspert’s demeanour became quite aggressive.”

“Neither my government nor I, nor the people of the Virgin Islands, will be tolerating this act of aggression by your governor. We will not be bullied and we will not stay silent,” he added.

“I can assure you that the United Nations will be hearing about the UK Government’s sustained policy of political sabotage of the aspirations of the Virgin Islands people at the next C-24 (the UN’s Special Committee on Decolonization) meeting,” Fahie told Britain, who he accused of being complicit and indulgent of the governor’s actions.

In addition to reporting the matter to the intergovernmental body, Premier Fahie said that he will be sharing the BVI’s experience with the leaders of the other Overseas Territories and Dependencies as well as with the CARICOM neighbours.

Governor’s action could hurt UK-BVI relations

Premier Fahie further said Governor Jaspert’s action directly infringes on the partnership agreement between the UK and the BVI which is based on mutual respect as stated in the territory’s Constitution.

“You and your predecessor Lord Ahmad of Wimbledon have been made aware of his pattern of behaviour over the past 19 months and you have consistently reaffirmed your support for Governor Jaspert’s actions, your confidence in him and that of your Prime Minister and government. You have made it clear that he is carrying out your agenda and that of your Government,” the Premier expressed.

He continued “I must point out that such deliberate malicious actions, especially where it is designed to undermine the sitting government and reinforce Britain’s colonial status quo in the BVI, fall within the classical definition of political sabotage, legitimised and sanctioned by the UK government.”

The premier is hoping that his letter will result in Baroness Sugg reversing Governor Jaspert’s decision to bring the Royal Navy into the territory.

          Did anyone listen to the house of Assembly? Did anyone see his face when he was being asked questions? The blatant l**s….This vessel was released and denied it giving Customs props. Every time he opens his mouth and statt spewing OUT GOD SPEECHES get me so upset because he l**s so much that he believes his l**s. The country been on lock downs and curfew after curfew with no justice, no one prosecuted from this so called smuggling ring, no arrest maybe a few but the small fries. I know phone records were recovered from one incident and nothing happened there so this tells clearly some fish smelling and it’s smelling bad. The world is so divided right now with all the race talk, it’s easy for the l**s to be over shadowed with what’s really going on in the BVI.
          I know there are good Customs officers but there are also very very crooked ones along with Police. These guys talk so openly on the street about who’s in there pockets and it’s not funny.
          This place is so corrupt it’s not funny, some persons look down at other knowingly the dirty money that funnels through here…..
          The smuggling is still happening that won’t stop with some persons in the high ups having a hand in this dictatorship we call a democracy.
          I watch some of them and all they’re getting fat bellies and a rug that can’t stay flat on the floor…..can’t take that too the bank…. The VIP all FAT (FAILURE AT TRUTHS)

      The governor is right in this by taking his decision.The borders are porous and smuggling allowed bombardment of the country with the dangerous virus[ COVID-19] to which the country had no clue.A scenario occurred in which the law enforcement saw a boat that smuggled people and stuff,it docked and the occupants joined a vehicle which disappeared to the community and the government could not say or do anything about this.The community needs additional help or security to protect the citizens.

    Maybe, just maybe one day we could have a level of political maturity in this country to manage our own affairs including the people’s money. I am still desperately looking and praying that it comes. I may not always agree with the Governor but I agree with him on this one. we need extra resources to police our borders to stop the illegal importation of drugs, guns and illegal migrants. If the UK is willing to assist at no expense to BVI tax payers, I don’t see why we should refuse the help.

      In the name of SECURITY I just cant understand why the Premier would object to the presence of the British navy in our waters particularly given the Covid-19 situation. Border security should always be a top priority of any government. I wish the Navy would stick around until they start invoicing us and that’s not going to happen.

    Did we not hear Carvin Malone desperately ask the people to stop the illegal smuggling? Did we not hear the police commissioner on the radio asking the people to stop the smuggling? Did we not hear Vincenzio Wheatley threaten people not to go shopping in St. Thomas while transporting people from the B to the US vi.

    And now all of a sudden Foy says it wasn’t that bad?

    Foy, when protecting the people it’s best to do this with all possible measures. Not just the measures you control (which probably means you can ask them to let your friends through).

      Only weeks or months ago the chatter on the airways and blogs was about Constitutional Review. Interestingly the governor agreed also. Well, the topic needs to be reawakened. One of my main considerations and recommendation among the changes is that the premier be chosen by all the people. ATLARGE. It would be refreshing to see our premier moving around in our districts meeting and greeting and getting to know and hear from the people he represents; Not like the way it is, the chance of seeing the premier is only on Facebook. As it is, where a mere five or six hundred souls can hijack the other 34,000++ of us is grossly unfair and needs rolling back. Since the late 1970s when the late Hon Willard Wheatley got us off Grant In Aid, we should have long moved beyond this long outdated practice of the . Roll Call in session

    Also why this letter is being sent now and not 2017, 2018 or 2019. We been having border issues but not worst that other countries. Snuggling will always be an issue.

    This Gov causing mischief unnecessarily. England’s COVID issue is out of control and they still reluctant to take drastic measures. We are getting things under control.     The Govs actions seem heavy handed and short term and short sighted. He seems to be using a misrepresentation of our current situation to give the impression that things are extremely bad here.       Government (ministries and civil service departments) need to uphold the laws. Their leaders need to be held accountable when knowingly, at minimum, aiding and abetting. COVID infections are unforgiving evidence of being fully aware and connected.

    there are more important things to deal with, number one on the list how can people survive and the are not working we have to pay rent cause landlords get no heart, light & water bills, internet bills so the kids can do online school etc but the premier doesn’t care about the people his living expenses are well taken care of with tax payer money, he choose to open the border for business on December 1 like wise other islands opening in October how more foolish can this premier be people are canceling there booking at hotels and charter companies what make fahie think the ppl will come here when he open his borders, those are stuff you need to look at not attacking the governor the man see the needs to protect the border so he call for help and beside this island can’t survive with out the U.K. help recap your memories after the hurricane if wasn’t for the U.K. what would have happen in the bvi.     That letter to the Baroness was downright rude and disrespectful. The Premier keep harping about protecting the Territory’s border from illegal trafficking and smuggling and keeping residents safe from COVID-19 blah blah blah. But here you have the Governor who is Her Majesty’s representative here, offering assistance to keep the Territory safe as the BVI is a Territory of the United Kingdom and the Premier refusing the help. Who is he trying to protect? Why doesn’t he want the help? We see people still getting caught with drugs, and he still dont want the help. And to add insult to injury, he embarrassing the Territory by writing that nasty letter. I agree with the move of the Governor. I wish the ship could stay until Christmas.

    Heading to the UN is laughable. Will consideration be given to the Premier’s sighted concerns knowing that the UN’s concerns regarding discrimination against children born in the BVI to expats remains unresolved?

    Has the Governor usurped his authority? Don’t believe he did. Strange that now the impression given is that the Government was all in for the ship when it was made clear before in the very words of the
    Premier that the ship was not desired.

    If I was the Governor, the Premier’s Premiership would have been revoked. Way to go Governor…sometimes a power check is needed on our elected leaders.
