Ralph T O’Neal Admin Complex will reopen next year — Premier
The Virgin Islands government remains on track to reopen the Ralph T O’Neal Administration Complex next year, Premier Dr Natalio Wheatley told residents during his 2026 State of the Territory address recently.
Dr Wheatley said work on the long-awaited restoration project is progressing and that major interior works are set to move forward.
“The government also remains fully committed to returning the seat of government to the Ralph T. O’Neal Administration Complex next year, with major interior works now moving toward implementation,” Dr Wheatley stated.
The administration complex has remained out of service since it sustained significant damage during the 2017 hurricanes. Following the storms, government ministries and departments were relocated to temporary office spaces throughout Road Town and other locations while recovery and reconstruction plans were developed.
The reopening of the complex would be part of what the Premier described as one of the most ambitious infrastructure programmes undertaken in the territory in recent years. During his address, Premier Wheatley highlighted ongoing investments in roads, water infrastructure, sanitation systems and emergency services.
He said infrastructure development remains central to the government’s nation-building agenda, noting that public facilities play a critical role in supporting residents, businesses and public services.
“Infrastructure is nation-building work. It improves daily life, creates opportunity, strengthens resilience, and the future,” Dr Wheatley stated. “And while much remains to be done, we are rebuilding, we are modernising, we are delivering, and together we will keep moving forward to build a sustainable nation.”
The Premier also outlined other public infrastructure projects underway across the territory, including road rehabilitation works, water system upgrades, sewage improvements and enhancements to emergency services facilities.
Among those projects are investments at the Road Town Fire Station, including a new tender bay, perimeter fencing, fuel facilities and two new fire trucks. Dr Wheatley said a new rescue vehicle has also been acquired to strengthen beach safety services.

10 years to refurbish
Oh great, lucky us after 10 years, lucky us within election time…welllllsah
How many times have we heard that one?
Thought this jack donkey was going to say next week. Bell this cat.
yes it will because we intend to change the government and once that happen we coming out of patsy lake rented buildings by will or force we putting that 100,000 to use by priotorizing that building and spending whatever need to spend to get it going. hell that 220,000 we give vybz kartel to perform for 4 hours could have easily done it.
December 32nd, 2027???
Just in time for 13 different Ministers.
wah will happen to the office spaces that will be empty and not generating rental income after you consolidate back to the admin complex?
Just before they vacate the Government will have signed new 5 or 10 year leases to make sure their buddies do not lose out.
Just like we see the contracts now being signed to make sure money goes to THEIR buddies and family friends and that there is little left for a bright new Government with ideas and integrity.
All the money will have been spent by these corrupt self serving dodgy bunch. THE HOA 13.
How much restoration is complete and how much more to go. People want to hear specifics. We want truth. What one next year will the building be ready for the government offices to return to their rightful place?
Here dis ya! Project completion date certainty is needed. Too many soon, next year, etc., completion dates are being given, creating the impression of uncertainty. The staff is doing the Premier a disservice by not giving him reasonable firm dates.
IF THE PERSON WHO’S IN CHARGE OF RUNNING THIS TERRITORY REFUSE OR CANNOT TELL THE PEOPLE WHO PUT HIM THERE TO REPRESENT THEM THE TRUTH , THEN WE HAVE A SERIOUS PROBLEM ( SOMBODY IS UNTRUTHFUL OR INCOMPETENT IF ITS THE PEOPLE WHO WORKS UNDER HIM IS INCOMPETENT , HE IS RESPONSIBLE FOR REMOVING THEM AND ~ IF ITS HIM WHO IS INCOMPETENT THEN HE SHOULD DO THE PEOPLE THE HONORABLE THING AND REMOVE HIMSELF ■ IF THE PEOPLE WHO WORKS UNDER HIM IS TRUTHFUL AND ISN’T AFRAID OF HIM THEN ITS THEIR DUTY TO PRODUCE THE REAL FACTS TO THE PEOPLE OF THE TERRITORY ~ AND AT THE END OF THE DAY HE HAS TO SHOW THE PEOPLE THE RESPECT THEY DESERVE BY GETTING THE JOB DONE THAT WAS SUPPOSED TO HAVE BEEN DONE ALREADY ( UNLESS THATS HIS VERSION OF THE FAMOUS ” RODEO GAMES ” ~ THAT HIS HERO FAILED AT ~ WE ALL KNOW “WHO HE Aaa” ●¿● . IF THATS THE CASE THEN CSC MAY BE RIGHT IN SAYING ” WE GOT FRIGGED ” / BY OUR OWN BLACK SLAVE MASTER ~ ” MASTER WEATIE ” • WHO’S NOW BEATING HIS CHEST LIKE KING KONG …
@@Raw and Unfiltered, indeed, I borrow a line from another fellow blogger, E. Leonard, who quips that responsibility cannot be delegated away, saying that even though a responsibility can be delegated to a subordinate, the leader has the ultimate responsibility. As an example, in the medical profession, physicians delegate some responsibility to physician assistants, nurse practitioners; however, the ultimate responsibility for the level and quality of care rests on the physician. The physician must have trust, faith and confidence in those to whom responsibility is delegated, holding them responsible and accountable.. The Premier, the number one among equals, the top dog, the leader of government business, etc., cannot do it all, so there must be an effective division of labor. As such, the responsibility for works, including capital projects, is delegated to the Minister of Communication and Work who in turn delegates work to his/her staff. Nevertheless, the Premier has the ultimate responsibility and must walk quietly and carry a big stick.
Moreover, as noted originally, the staff may be underserving, ie, doing a disservice, perhaps, to the Premier by giving him non firm project completion dates or the Premier is not listening. Before a capital project is awarded, several things are evident, ie, a) a budget, b)completion date, c) terms and conditions, d) plans and specifications, e) liquidated damages, etc. If a major project such as the Administration Building is delayed for a significant period for whatever reasoned, ie, unforeseen conditions, latent defects, etc, the Premier should be apprised/briefed on the new time line, actions for getting back on tract, etc. The Premier must demand firm dates, ie., no smoke and mirrors. The Premier should not expect what is not demanded. He should not expect what is not effectively planned, inspected ,etc. If the Premier accepts crap, he will get crap. Hear dis ya! Soon, next year, etc, are crap completion dates. Enough of overpromising and underdelivering. The Premier must take a no nonsense approach, cracking the whip.
this is the biggest lie he has ever told, the media needs to take a tour of that building, there is no way it will be ready for next year, maybe for 2028
No reason to push for renovations in a timely manner when they already committed to 10yr leases
In the State of the Territory, did he say why it is taking soooo long to restore this building? Do we deserve to know? Do we deserve an explanation? Are the decisionmakers benefitting from the status quo?
Are decisionmakers securing their futures if there is a failed reelection attempt? Are those that are gaining in rental fees helping to make the decisions. Are aunts, cousins, and other donation collectors collecting thru apparent legal means?
No FEDS to investigate like in the USVI but inquiring minds want to know!!
This dude is a loser. Get this clown out asap.
And pigs will fly tomorrow morning
