RVIPF officers petition for Police Commissioner’s removal

A private petition signed by dozens of concerned officers within the Royal Virgin Islands Police Force (RVIPF) has called for the dismissal of Police Commissioner Mark Collins from office.

The petition cites a slew of allegations ranging from misconduct to abuse of power and was submitted to Governor John Rankin on Monday, December 11.

Premier Dr Natalio Wheatley, Home Secretary James Cleverley, Parliamentary Undersecretary of State David Rutley and Chairman of the Police Service Commission Rosalia Gardener have also been notified of the private petition calling for the removal of Commissioner Collins.

The petition outlines 55 allegations against Commissioner Collins, spanning issues such as interference with justice, abuse of office, and violations of fundamental rights.

The central accusation stems from an email sent on October 5, 2021, where Commissioner Collins allegedly instructed his executive team to destroy evidence related to an ongoing case. 

Collins later denied those allegations and argued that it was an “internal matter between two police officers” that he dealt with “severely”.

The petition contends that the top cop’s actions amount to a willful abuse of power and interference with the administration of justice. The officers further argued that such behaviour erodes public trust in the office and violates the constitutional rights of citizens.

Among the other allegations are claims of corruption, nepotism, and favouritism within the RVIPF under Commissioner Collins’ leadership. The petition accuses him of manipulating promotion processes, imposing himself on the Police Service Commission, and fostering a culture of deceit within the force.

The petition also stressed that the Commissioner’s alleged actions have caused a significant decline in morale among officers and have damaged the credibility of the police force. The missive urges Governor Rankin to exercise his constitutional obligation and initiate an independent investigation into the allegations, emphasising the need for transparency, fairness, and justice.

Meanwhile, the petition noted that many officers were approached, however, even though they are in support of the petition, there is a fear of victimisation by the Commissioner and his management team and they chose not to sign.

This is the second time in recent years that Collins has been pressed to resign over controversial actions or statements that he made.

    This man has a serious challenge with the truth. Too many allegations continue to rapidly come up against him. Something has to be wrong. Other non UK origin public officers are put on leave first then investigated. It must not be any different for him. The time has come for him to be put on immediate leave and allow an independent investigation on him. The people doing the investigation needs to be mixed with Caribbean people and not just UK people to avoid possible cover up as they cannot be trusted.

      Why is there not a massive petition to get public enemy number 1 out of office. Slow man has done to damage to the integrity of the island more than any other person in the territory. I humbly suggest withdrawing the petition and substitute the premier name instead.

    People who have no regard nor respect for the people of the BVI and our laws should be holding this kind of office. He cannot be allowed to go to meetings and the media every time he is accused of corruption and wrong doing and get away with one sided stories. Other public officers are not allowed to do such. He seems to speak no truth. If he is not put on leave and investigated then it will show the Governor & UK is not about justice but JUST US — (The People of BVI)!

  5. Well...Im not sure what to make of this; however, says:

    it’s never a good thing when some of your subordinates have lost confidence in ones leadership.

    I can’t help but ponder if this is a determined and disgruntled group of officers who really want to push the Commissioner out the door, or if there is validity to their allegations against the commissioner.

    IMO, this matter needs to be taken seriously.

    What should the governor who is on his way out the door do? Certainly, an independent investigation is warranted here and should be authorized. Both sides need to be heard.

    Apart from any investigation into the allegations, the Commissioner needs to ask himself these questions:

    1. Do I really want to continue leading an organization that has members who do not have confidence in my leadership?

    2. Is it worth it to stay?

    Only the commissioner can answer those questions.

    Whatever decision is made here, I see it this way: This is a critical time in this country history dealing with increasing narcotrafficking and associated crimes. We need strong leadership from the top.

    In my view, it is important that the men and women of the RVIPF are working together to contain that threat rather than this apparent infighting that is going on.

    Everyone should do be doing what is in the best interest of the BVI and it’s people, and to the extent that they can mend fences and get along, that could be most beneficial. It may be too late. I don’t know.

    He is not a good resources manager. With about 300 or more police Street and community patrol is very low in some cases nil. All these communities and streets used to be fully patrolled with less than a hundred police.. That’s a human resources allocation management issue.

    These are serious allegations and it’s only fair, that the COP should be interdicted, and have an independent body or group of retired judges investigate the matter. For starters, all parties to the petition should be questioned and if they cannot substantiate their claim, they should be disciplined and criminally charged for making faĺse statements.

    Looking at this petition these are 55 statements. Not a proper allegation at all. I guess he has ruffled a few feathers and the minority don’t like it. Can’t even sign who they are!!!

    I wasn’t asked to sign this petition because they knew I would not. However if there was a petition to keep him it would have more than a handful of signatures on it and you would be able to read the names. This Commissioner has more to improve standard than anyone else.

    Ordering evidence to be destroyed and not even having to give details on the matter for people to make up their own mind on if he was right to do so or not is sketchy. ‘Severely’ can mean anything we still know nothing about the situation or how he chose to handle it. Is it normal for just one person to get to decide what is evidence? Because clearly it have other people on the force who disagreed with whatever it was being destroyed.

    Before you judge you need to know the facts behind this petition. The person behind it is a corrupt officer, currently suspended, who has very limited communication skills. God only knows how he made sergeant. The limited number of officers that signed it are either corrupt, bitter at not being promoted, or very stupid, in several cases all 3.

      Collins is cleaning up the force albeit not quick enough for the public; but doing so nonetheless. This is a storm ina teacup and nothing tangible but spoilt milk for those dirty cops whom ALL signed this ‘petition’ trying to drum up supper for their nasty dirty ways! Gtfoh dirty hogs!

    Lets look at how much drugs were recovered under this commissioner. How many Guns are off the street in random road stops. There is unrest in the drug gangs as the cops have stopped the imports.
    Its so easy to point fingers when things are going right but there are major issues with Fahie arrest. Police officers with tons of drugs in their back garden. Lets look at the evidence and suceses.

    This is gross insubordination in a disciplined body. The signatories need to be identified pending an investigation. They may need to be suspended and replaced with stand in officers from the UK while the investigation takes place.

    Its not really surprising is it that people want rid of Mr Collins.

    He has found more drugs than any other COP

    He has done more to root out police corruption than any other COP

    He has found more evidence than any other COP against some very powerful and corrupt local big wigs who would very much like to get rid of him before enquiries are complete and charges brought.

    The more complaints, the more I am encouraged to believe he is doing a good job for us.

    If we were still on the force, we would be too glad to sign! Making a profit legally is so much harder then stealing drugs and mishandling evidence, the frustration almost makes you want to let loose and beat up a youth.
