Security Council didn’t approve Police Commissioner’s extension

Premier Dr Natalio Wheatley has confirmed that neither he nor other members of the National Security Council (NSC) approved the recent extension of Interim Acting Police Commissioner Richard Ullger, amid ongoing questions about the leadership of the police force.
The clarification came during a recent press conference when political commentator Cindy Rosan questioned the Premier about reports that the NSC had supported Governor Daniel Pruce in granting Ullger an additional three-month extension.
“Why did the NSC support the governor with his recommendation for an additional three months for Richard Ullger, knowing that the Police Service Commission had made recommendations for a new commissioner?” Rosan asked.
However, the Premier rejected the claim that the NSC approved the extension. “The NSC did not approve three months for Richard Ullger. No, we didn’t approve three additional months for Richard Ullger,” Dr Wheatley said.
The Premier also rejected suggestions that his administration had remained silent on the broader Police Commissioner selection process, particularly regarding Jacqueline Vanterpool, who previously served as Acting Commissioner and was rejected for the permanent post by the Governor.
“I can’t say that we’ve been silent about the situation with Jackie Vanterpool. We have not,” Dr Wheatley stated. “I made it very clear. I thought Jackie should have gotten the job.”
The leadership of the police force has been a contentious issue in the territory for months. In November 2025, Governor Pruce appointed Ullger— former Commissioner of the Royal Gibraltar Police — as Interim Acting Commissioner after Vanterpool was directed to return to her substantive role as Deputy Commissioner.
The move triggered protests and political criticism, with many residents arguing that Vanterpool, a long-serving local officer, should have been confirmed in the role.
More recently, the Governor extended Ullger’s tenure by a further three months while the recruitment process for a permanent Commissioner continues. Pruce defended the extension as necessary to maintain stability in the police force during the ongoing selection process. Some reports have suggested that the Governor used his constitutional authority to proceed with the extension despite opposition from both the NSC and the Police Service Commission, which had already made recommendations for a permanent appointment.
The issue continues to highlight broader tensions among the public, the locally elected government and the Governor’s office regarding control of security and policing matters in the Virgin Islands.

You all know Jackie aint ready. What is her track record in her years through the force what is her accomplishments that made the organization better. Nobody speaks about that.
A set of people here only has a resume of holding positions and no track record of making contributions of success that made this country better.
This generation just want things easy becuase they figure its their time not because they deserve it or that they are capable. Look at the state of this country perfect example..
Jackie’s track record is her record of years of dedicated rigorous work that has never been seen by those with biased and closed mind’s eyes.
The fact is true, however, that she is equally as qualified, capable and experienced to execute the COP jo as any English man.
Why is it that the ability of a local is always questioned, but never an English man? And, why is there so much bias surrounding that lady and the position?
The House Negro Mentality is going to keep the BVI in bondage for a long time. The Colonizers know this and use it to their advantage. Say it isn’t so.
So they cant approve no police commissioner. Nsc is an advisory body the governor who is responsible for the police dont have to study it.
The VI needs and must seek a path to its own self determination, which is its right.
We have the right to determine our own civil, political and economic rights.
We have the right to self determnation.

I think the gentleman should be given a year in the post. He has made positive changes in the short time he has been here and should be given an opportunity to continue his work in developing the force by implementing the necessary standards. This should be a UK v BVI thing or BVIslander v non Virgin Islander.

Richard is doing a great job
The Virgin Islands(VI) ( British), an OT of UK, is on paper self-governing. It is all performance. Colonialism is about control. As such, the UK asserts unilateral power over the VI, viz, reserved, special, assent. The VI and other OTS are granted constitutions by the UK based on a boiier plate. No constitutional change is granted unless the UK-governor is afforded unilateral power. The constitutions are dependency modeled constitutions, with many undemocratic practices. The people of the colonies in the 21st Century are living in a 17th era. It seems that the people of the VI happy with the current. They vent hot air about change but lacks the courage, fight, sacrifice, etc, to effect change, behaving selfishly wanting others to fight for change. Where have National Heroes Theodolph Faulkner, Noel Lloyd, Lavity Stoutt, Perine George, etc gone. The VI forebears are going WTF. We left behind some wimps, did we not? All they are interested in is the BIGS: big salary, big house, big vehicle, high fashion, including bling. They major in self-hatred, petty bickering, envy , appeasement, meritorious manumission, etc., promoting others over their own, ie,circa Jacky Vanterpool. Mount Olympus run things.
