Underperforming gov’t workers not being disciplined! New persons being hired to fill void

“I don’t like to see people fired but if they ain’t working, what else could you do?” — Premier Andrew Fahie

Premier Andrew Fahie has blasted the Human Resources Department for not taking disciplinary actions against delinquent workers under the employ of the Government of the Virgin Islands.

Fahie said the practice of not taking action against these workers who he said are ‘underperforming’ must not be made to continue because it is now costing the government.

He said: “I don’t like to see people fired but if they ain’t working what else could you do?”

“I have told those in charge of the public service that [I have realised that] if people aren’t doing their work, they don’t discipline them … Yet they put them on the side, create a new position and increase the recurrent [budget]. It cannot continue that way,” added Fahie, who is also the territory’s Minister of Finance.

The Premier also said the government’s payroll continues to increase under the guise of ‘increasing its output’.

He explained: “I have seen the public service over my years in public office grown by this philosophy: ‘give me this person here, and we will be able to grow revenue’. You give them the person and then they come back and they tell you this person need a secretary. Then they come back, and they tell you that the secretary needs a secretary. And then they tell you that the secretary, who get the secretary, need a messenger. Then they come back and tell you that the secretary who gets the secretary who gets the messenger, the messenger needs a messenger.”

Premier Fahie said he suspects that when he refuses their requests to expand the public service, “they are going to tell people Fahie is a dictator”.

      I am in total agreement with you.

      The Premier needs to quit. First of all in BVI and by extension other Caribbean Islands, the government is the largest employer. Whereas in other countries such as the USA the private sector is the largest employer.

      Therefore, Mr. Premier sending people home could potential affect our economy. As the largest employer your aim should be to provide adequate training so that everyone could at least work towards your required standard of performance.

      Further, civil servants would not change their work ethics until government’s pension scheme changes. A lot of civil servant’s long term professional gaol is to make it to 25 years and then retire full pensionable.

      Finally, I also think it is of poor taste the way in which you continue to bash the various statutory bodies and government Department publicly, all in the vein to make you look relevant. Give me a break.

    At last some one has acknowledged that non performing civil servants is a burden on the public’s purse. Thank you Honorable Premier. It is also a fact that if some one with a disciplined work culture try to change the non productive inherent pervasive culture that exists throughout the civil service, that person becomes the enemy. Been there. This behavior has to change or the Civil Service is going to hell. There are some non productive Heads of Departments that need to be looked at.

      An the topic you mentioned about bvihsa you are a sure liar it’s the bvi islander who don’t want to work they come when they want , go when they want so many of them step off the job even after the hurricane i know about 3 of them tell me rhey going to the usa to live it was the island people who stand up and make things work,even now some island people who work night and day during the hurricane no get pay yet stop blaming the island people for all you mess.

        “Island people” so the BVI is a continent? I thought the BVI is made up of various islands….Anyway everyone is responsible for their own actions whether they are from the ISLANDS OF THE BVI or from other Islands in the Caribbean.

    I am going with the Premier on this.It is nothing personal, it is strictly business. In any type of business if you are not producing in the manner that you should,you have to be let go.I love my mother and will do anything for my mother but,if my mother is working for me and she mess up, I would have to fire her.

    But Honourable Premier, don’t forget the under performing officials that have caused such lapses in the system!

    What is your plan for their termination?

    And will you change your mind, because they’re Belonger, has the right sounding BVI last name, or the right political affiliation?

    You see, I’m not convinced that TRUE changes to the system will be made. Perhaps, it could very well be a trap to terminate the non-politically allied worker, under the guise of “non-performance”!

    An olde adage (well, it still is) in management is what get recognized and rewarded gets repeated. If the low performing employees gets treated the same as top performers, organization performance and output will decrease well below expected performance levels.

    An organization without or with unenforced rules will perform poorly with rising cost. Every organization should have rules and regulations and there should be a progressive discipline process for coaching and counseling employees who are having problems confirming to the rules and regulations. The organization should part ways with employees that fail to respond to coaching and counseling. Failure to discipline poor performing employees can adversely impact the performance of top performers, especially if low and top performers, are rewarded the same. Again, what gets recognized and rewarded gets repeated; if top performance is recognized and rewarded, it will get repeated.

    Moreover, every position in an organization should have a job description. At the beginning of every reporting period, the supervisor and employee should meet to discuss goals and objectives for the reporting period; performance metrics should be set for each employee for each reporting period.Supervisor and employee should meet at least quarterly during the reporting period to discuss performance. An employee should not be surprised at the end of reporting period that he/she was not performing up to expectations.

      From the Premier down to the non-skilled worker, everyone has a supervisor and everyone has a minimum production level for each 8 hours of work. Yet it never fails that the subordinates gets total blame for poor/low production. Practical and attainable production levels should be set and supervisors, managers, division directors, dept heads, permanent secretaries (time to change name), ministers…….etc held accountable. No more excuses like me can’t geh dem guides to wuk. Really! Discipline dem. Nothing can motivate one or make one appreciating one’s job like a strong dose unemployment or a real, active threat of unemployment.

      Though poor production cost is not a line item in the budget, it is a significant cost. Rarely does the cost of poor production in the budget estimate. For example, if 10 miles of road was schedule for reconstruction, but due to poor production only 5 miles was completed money will have to taken from another area to complete the remaining 5 miles. There is an opportunity cost to the poor reconstruction. Poor, none, or ineffective supervision is the sine qua none of poor production. Sack the slackers, skaters……..etc. Each employee is paid for at least 8 hours a day and taxpayers should get 8 hours of work, well at least 7.5 hours. Anything less and the taxpayers are being chested. If supervisors are slackers, the subordinates will behave the same way. Supervisors have to set the personal example. Put almost everyone on time clock. Additionally, government should commissioned a study on the cost of low productivity; minimum productivity should range between 68-72%.

    A basketball team is undisciplined, lazy and not doing there part. What is the first thing to be done?
    Yes you are right it is look at management ,coaches,training and policies etc. Nope dont blame the players if the aforementioned is not in place.
    Bad management equals bad players. Good management equals good players. It goes hand in hand.

    Hard working well bought up children come from well disciplined good leading parents.
