We’ve gone way beyond COI recommendations

Permanent Secretary in the Deputy governor’s Office , Sharleen DaBreo-Lettsome.

Permanent Secretary in the Office of the Deputy Governor, Sharleen Dabreo-Lettsome, has indicated that the government has surpassed its mandate in delivering on reforms recommended by the Commission of Inquiry (COI).

Dabreo-Lettsome, while appearing on the Government Business At Its Best – Table Talk programme, said an examination of the work plan of the COI, which largely looks at governance reforms, would reflect this position.

“We are now showing the public that we’ve gone way beyond what the COI framework requested of us to do,” Dabreo-Lettsome said. “We are now really looking at this whole issue of modern governance. We’re now showing how that integration can be effective and we’re preparing the public service for this new way of doing business with the public.”

The Permanent Secretary also referred to the government’s recently-launched Virgin Islands Public Service Learning Institute — an institution she said helps with capacity building, which the government sorely needs.

She argued that officials now have to look at the modern way of doing business with the government and prepare its human resource capacity to meet the challenges that are already in place.

“Everything is now digital. You have to transfer people and get them accustomed to working in that new environment, being able to do more detailed research, being able to write differently, to communicate, to speak differently, to feel passionate about the work of the public service,” Dabreo-Lettsome said.

Public complaints about the government’s succession planning arrangements being weak are also one of the issues that is being worked on.

She said the government has a responsibility to now prepare new graduates from the local H Lavity Stoutt Community College and prepare them for upward advancement within the public service if they choose to join that section of the local workforce.

Dabreo-Lettsome said BVIslanders abroad are also being encouraged to return to the territory even as the government continues its efforts at reviewing compensation packages for public service workers. According to the Permanent Secretary, an ongoing compensation review project, which is focused on this area, remains on target and is expected to come to an end soon.

Total BS. None of the legislation has been enacted, such as the Register of Interest, the “follow the Money Trail”. None of the audits of GSB’s have been finished. In fact, none of the “clean up government” has been accomplished. Labour and Immigration are as slow as ever, if not getting slower, the Port is a mess, no movement on a new incinerator, NO SUNSHINE in the government; we, the people, still have no idea what is happening!!Stop spouting platitudes and show us the proof!!!

    Please shut up.

Natalio recently mentioned he has no issues with ministers handing money to their family members for no reason whatsoever under covid grants.

That means there is ZERO accountability in government.

Both Dabreo and Archer are out of touch. They think working up excel spreadsheets and pie charts translates to progress. The system is still very much broken and we need new leadership that isn’t afraid to engage the public and get to cracking on the difficult issues from harassing public officers with BS all day.

And all the roads are fixed, we have good education and all the government employees have pension funds. The NHI is profitable, we recycle our garbage and our civil service is second to none!

    Keep on moving forward BVI!

  13. The Rational One says:

People, Rome was not built in a day. Laws have to go through a process to be enacted and implemented. It takes time to effect change. Do we expect to start somewhere and go through the process or are we going to stay where we are and expect change to happen overnight.

Some people just criticise for criticising sake and that does not make sense. Let us get moving from the stage of criticising and together help to make the changes necessary to make this territory better.

Work is underway. There is greater transparency. Now you can hold the government even more accountable. Government is saying they are moving to improve.

Listen and learn and you do your part to help to make the BVI better.

  14. Outstanding. Issues. says:

Any individual, here or abroad, who is constantly advocating for a British take over of these islands is a helpless anti-Virgin Island Black people bigot and hater.

He/she is one who views them as less than humans.
He/she sees the people of these islands as not deserving of having their own country and sovereignty.

They view and see them as species of a lesser being and creatures of a lesser God..

The era of colonialism is gone. Neocolonialism is dying. People’s minds are evolving.

Further, the people of the islands have been living on them for over five hundred years, and many centuries before forced servitude. That puts them in sole ownership and or stewards of these islands.

England may have stolen them a century ago, but the people living on them now have a human, legal and legit right to full ownership without question.

Those who are incapable of seeing thus far and delving deeper into those issues are pro status quo, non progressive in their thinking and world views, bigoted racist and anti-black Virgin Islanders…

It is hoped that more enlightened minds in the UK establishment would approach the issues surrounding these islands and peoples, including paying the outstanding financial obligations of centuries of forced servitude will prevail.

Those issues are outstanding human rights issues. Hence, they should and must be finalized amicably..

There is where the political, international and human discourses must be focused. Those issues must be amicably resolved to clear the conscience of the UK mentalities, and to make right the financial, living and psychological conditions of the Black people alive today within those so called territories.
