COI’s approach to focus on ministerial level ‘too myopic’

Former legislator Myron Walwyn said he felt the Commission of Inquiry’s (COI) approach to the process was too short-sighted and may not have offered the best perspective after its conclusion.

Walwyn was referring to the COI’s move to focus much of its efforts on the performance of ministers of government and on current and former legislators as it sought to examine the state of governance in the BVI.

The former legislator said he would have preferred a far more intrusive look at the public service during the COI.

“I think the approach is just too myopic, particularly from a ministerial perspective,” Walwyn added.

The former legislator described some of the practices that had been taking place in governance as outdated and suggested they led to maladministration.

“There may have been mal-administrative practices, bad practices; things that over time may not be the correct thing way to do things, but by the practice of doing it, this way has morphed into this,” Walwyn said recently.

He further argued that if there is corruption in a ministry then it “must have a pathway to walk”.

“A minister can’t do certain things by himself, somebody has to process the stuff and move it along,” he added.

The former legislator said it would have been better to get an extensive look at the public service to clearly see what needed to be addressed within the service to make things better.

    I agree 100% with this. In order for a minister to do corrupt things he must be assisted in some way by the public service. He cannot do it on his own. A much better approach at tightening the policies and laws to minimize corruption would have yielded better results. To say ministers are corrupt without examining the overall public service that accommodates it is not good enough unless the aim of the COI was just to make our local politicians look real bad.

    The Ministers we elect and pay are supposed to ensure that that the civil service is not corrupt and to pass laws to ensure that.

    I recall this same former minister during his appearance at the COI being very adamant about passing blame on his staff. This while his staff members in there appearances were basically saying ..’the Minister said or it was at the Ministers discretion’ Frankly, people just need to learn to take responsibility for their actions. Unfortunately, the Minister of the day calls the shots and sets the tone. While in power, he should have used his smarts to fix the same issues he was blaming his staff for during the hearings. Alot of these ministers know it have flaws in the system and they simply use said flaws to their own advantage.

    Corruption cannot exist without the minister’s knowledge so you start at the top and work down; for a minister to be unknowing they would have to be deaf, dumb, and blind. Starting at the top makes the little people further down the food chain more amenable to coming-clean looking for clemency.

    The best way to move the BVI forward is to join with the USVI, because, soon Russia will be taking on the UK and we will have no one to protect us from these para politicians.
