Commission of Inquiry undermines our human rights, says CSC

Claude Skelton Cline

Political commentator and government consultant Claude Skelton Cline has described the ongoing Commission of Inquiry (COI) as undemocratic, adding that it “is not a good thing in any shape, form or fashion”.

“It is a complete undermining of our human rights, it’s procedurally undemocratic in terms of our values and our own system of government,” Skelton-Cline posited while hosting his Honestly Speaking radio show on February 16.

The popular pastor also called the COI dictatorial, imperialistic and criticized the investigation for being too broad in its scope and for “labelling the whole country corrupt.”

“I completely disagree with anyone who suggests that this COI is a good thing. On top of that, I even hear some elected officials saying they welcome this Commission of Inquiry … but that cannot be true to who we are as a people. I find it an aberration to a self-determined people,” Skelton Cline argued.

Skelton Cline is a staunch critic of the United Kingdom government and a vocal proponent of greater self-determination for the BVI. Despite his support for opposing political parties over the years, he has called for residents and politicians to unite amid the COI, which he says is a weapon to divide the people.

Skelton-Cline is also at the centre of a number of scandals that rocked the BVI in recent years.

He was the Managing Director of the BVI Ports Authority — the entity that was responsible for managing the construction of the Cruise Pier Project when a major scandal broke. The scandal surrounded the project’s final cost which came in at $82.9 million — exceeding the estimated budget by $30 million.

He was also involved in the Virgin Islands Neighbourhood Partnership Project designed and introduced by then-Education Minister, Andrew Fahie.

However, a leaked report from the Office of the Auditor General said the programme yielded virtually no results, despite the government paying more than half-million in fees to Skelton Cline’s consultancy firm, Claude Ottley Consulting Limited.

      Our Premier should be ashamed to appoint you as a consultant, considering the baseless nonsense you continue to broadcast. Further, it would be interesting to see the quality of the reports you produce, if any.

      Nothing you can say at this stage to convince the majority otherwise, we WELCOME THE COI. Now have a seat.

        Unfortunately for Claude, the UK Government is looking for a couple of easy convictions to justify the CoI – they are certainly not looking to repeat the TCI experience where the criminal trial was far too big and long, and collapsed upon the death of the trial judge 8 years after the criminal process started (5 years after the trial started and 13 years after the TCI CoI started).
        In the BVI, they only really need one conviction to justify (at least in their own minds) the appointment of the CoI. They would probably prefer a few more than one.
        Who are the easy victims? – is there anybody that has his fingers into the activities of this Govt and the previous NDP Govt – perhaps the massive unaccounted for overspend at the Pier Park, the youth project, and a rolling six monthly consultancy at just under the tender level – if there is such a person, he must be very worried that he is an obvious target. In addition, I suspect that the UK is looking for a head to roll for the BVI Airways fiasco, a head to roll for the School Wall, and something (other than the rolling consultancy) under the new Govt. The new Govt is adamant that the distribution of the SSB loan was above board, but I suspect that is what the CoI will be looking at.
        Then the big question is what about the drugs passing though, and cash produced by that process, in the Territory. The UK Govt have no doubt looked at the GDP of the BVI and the amount of money that is spent here – it is obvious that there is unexplained money here No doubt some Unexplained Wealth Order legislation would be helpful – anybody spending more than they can legitimately shown that they earn would risk forfeiting the expensive houses, cars, jewelry and boats that are flaunted in the BVI. Whilst that legislation is very invasive, it has been very effective in the UK. I am not sure that the CoI can do much about the drugs, and I doubt that there is any systemic Govt drug related corruption (the Govt does not do things that efficiently) – but recommending the use Unexplained Wealth Orders would go a long way to addressing the problem.

          Well, purely hypothetically, suppose you are a part of the government. And suppose being part of the BVI establishment, you own some land. And by chance that land is let to two businesses that have lots of expensive kit but do not appear to have many customers. And whose owners might struggle with an Unexplained Wealth law and are popularly thought to have lots of South American friends. And suppose, purely hypothetically of course, that the rent passing to you , the politician, seems very high, nay super high for some undeveloped land in a non too prime location.

          Would you have any difficulty discussing that with the COI?

          What you don’t realize is that if anyone takes your daily work and goes through it with a fine-tooth comb, you would be surprise what they would come up with to charge you for. This is what happens in an inquiry. The Brits know this and they will pull everyone into it including INNOCENT civil servents. BE CAREFUL WITH THIS GUYS!!!

          We must find a better way to deal with wrongdoing other than bringing in the BRITS. There are enough credible persons among us to deal with these issues. We can set up pannels for Overseas territories that deal with these matters if the islands are too small and we are too familiar with each other.

    – The hospital that sent away the lady that died of covid and that never got investigated
    – All the laid of people that paid benefits but never received a penny in social security

    It amazes me how Caribbean people don’t learn from each other. A COI was done in another BOT country and the outcome is still ongoing for more than 11 years. I see a dark road here!!! the same comments etc.
    Let me say what will happen as it happened:

    1. The whites will be left out of the inquiry and those who are called will be tried by judge and jury and be successful

    2. Due to the political division in these small islands, the Brits will use this and keep everyone divided, so the party that is not being investigated will work with the Brits as this gives them political mileage.

    3. The only persons to gain would be the Judge and the lawyers, the country will have to bear the cost of this never-ending trial.

    4. The persecutor and the Judge will be as one, this leads to many injustices.

    5. Civil Servants will suffer financially. Britain will not take the cost of a trial but they will flood the inquiry with their people.

    6. The Brits see EVERYONE as corrupt, so those who are reporting will also be charged. They have no understanding of local life and culture and this would be used against all charges.

    7. There will be NO respect for any local regardless of who they are.

    8. Non-local (with status)will be given key responsibilities to make decisions for local persons which will not be a pleasant experience for locals. THEY WILL ALSO BE PLACED IN PARLIAMENT IF THE GOVERNOR TAKES OVER.

    I will monitor the situation and predict what would happen as some terrible things happened to us. Everybody makes mistakes and does wrong, however, you cannot have a group of persons working together and agreeing and signing on documents and when an investigation comes, the darker set is held and the others go. I may sound foolish but save the text and keep referring to it. I feel I’m looking in the mirror and I see day-a-voo.

      Organized groups. Hahaha! You want this to be a conspiracy against you, don’t you! A secret society of nasty racists with a plan to oppress the BVIslander.
      People who are not privileged to be born here and come from ancestors here, but whose lives have for whatever reason put them in the BVI, should be expected to be concerned because, Wow, they have lives here, children here, homes here, futures here, as they see it. They are invested.
      If they write, Like or Dislike comments that appear to favour the CoI, it doesn’t mean they are part of a conspiracy to oppress the black people of the BVI. It means they want to live in a country that is more honest, safe, fair and transparent and this looks like the best chance available to do it.
      And they can’t understand why some people wouldn’t want that – unless they’d have something to lose.

            As for the UN, it has never been there to release the Black man from the horrors of the white man, yesterday or today.

            Further, the only known race that created and perpetuated the apartheid system and used it with brutal force on other human beings was the white race.

            Apartheid did not just occur in South Africa as your media have fooled the world into believing, it exist in every developed country where white people dominate to this moment.
