Consultations delaying WSD’s transition to statutory body
Communication and Works Minister Kye Rymer said ongoing consultations have prevented the Water and Sewerage Department from being transitioned into a statutory body.
The Ministry of Communications and Works has been in constant consultation with the Attorney General’s Chambers and the Department of Human Resources, Rymer said, to ensure that the transition is carried out smoothly.
“We are currently developing the regulations needed to ensure that the Authority can perform its various functions effectively, and we want the transition to be carried out without disenfranchising the current employees,” Rymer told the House of Assembly (HOA).
Rymer also stated that the government is developing terms of reference for a consultant to assist with the transition to a statutory agency.
“We have every intention for the Water and Sewerage Authority to not only be operational but to improve the way these services are provided to the territory,” Rymer stated.
Rymer further disclosed that the Ministry will also be conducting a functional audit of the current operations and staffing of the Department to determine the appropriate staff component and to ensure the appropriate structure is in place.
Rymer told lawmakers that he could not give any timeline for the transition period to be completed.

If WSD is underfunded, turning it into a statutory corporation is worst, it will need year government budget or it raises it fees to consumers to survive.
WSD needs proper management, which means bringing in professional management. To turn it over to another ineffective and expensive GSB won’t solve any of the problems, just hide them from public scrutiny.

seem to take a long time in the BVI. Maybe just form the new Water & Sewerage Board with work permit exempt ex-pats and dissolve the outdated WSD.
The department is not the problem; your ministry is. It was made worse with you leading. You couldn’t lead at traffic department but thanks to the Skelton chap you survived and you are now leading a ministry that requires backbone and strategic thinking. You are street smart but weak. End of story.

Why a statutory body?. You have managers, PSs, Why are they being paid? You are going to take more of tax payers money to pay 9 people to meet once every two months and nothing will get change.We have too many boards presently and half of them are ineffective, not needed. Hope this doesn’t happen..
The statutory bodies are another organization of NO CHECKS, BALANCES AND ACCOUNTABILITY OF THE GOVERNMENT’S PURSE.
