COURT DOCUMENT: Fahie agreed to bribe Sylvester, Customs boss

New details have emerged from the latest court filing in the US case involving former Premier Andrew Fahie, following his conviction on drug and money laundering charges earlier this year.

Prosecutors alleged in a new court filing dated June 28, 2024, that Fahie’s plot to use his position as Premier to traffick cocaine to the United States involved significant bribes to high-ranking officials, including the then head of BVI Customs, Wade Smith, convicted former BVI Ports Authority Director Oleanvine Maynard, and Roxane Sylvester — a former Deputy Chair of the BVIPA Board.

These revelations came to light through the prosecution’s objections to Fahie’s Presentence Investigation (PSI) report, which shed more light on his alleged leadership role in the conspiracy.

Prosecutors said the scope of the scheme was significant, involving the alleged shipment of 3,000 kilograms of cocaine from Colombia to the BVI, then to Puerto Rico, Miami, and New York City. Each shipment of cocaine would allegedly generate $78 million in revenue, and roughly $7 million of that would be paid to Fahie. In the eight shipments that would be made over four months, the former Premier expected to be paid roughly $56 million, and 24,000 kilograms of cocaine would have been shipped to the United States.

Fahie, referred to in code names as “Head Coach” and “Coach,” allegedly met with a confidential source (CS) on March 7, 2022, in Tortola. During this meeting, which took place at a secluded house, Fahie allegedly approved the CS’s proposal for cocaine importation and accepted a $20,000 bribe to seal the agreement.

But Fahie allegedly needed to bribe several BVI Customs officials to ensure that cocaine-laden vessels could port in Tortola without issues. Prosecutors said Fahie’s authority as Premier of the BVI gave him the power to influence the Customs department, unlike Oleanvine Maynard, who lacked such control.

Fahie allegedly requested $500,000 from the CS to pay the necessary bribes and agreed to collect this payment in Miami on April 27, 2022 (a day before he was arrested). Phone messages allegedly show that Fahie directed Maynard and Sylvester to accompany his money from Miami to Tortola so that “no one sees me around the business.”

Sylvester’s alleged involvement was particularly orchestrated by Fahie, as she would not have been in Miami otherwise. Fahie allegedly described Sylvester as 110% his and told the undercover informant that she could be trusted. Court documents show that Sylvester was also allegedly present at a meeting where details about transporting the cash were discussed.

Similarly, Fahie allegedly reassured the undercover agent of Smith’s cooperation, stating, “He can play but remember he has a lot of people with him.” During the March 7 meeting, Fahie allegedly assured the CS that he would “handle Wade Smith.” Prosecutors said Fahie and Smith exchanged missed calls four times before speaking for roughly 10 minutes around 8:30 AM the morning after this meeting. The timing of these calls allegedly corroborates Fahie’s statements that he would handle the former Customs boss.

    This looks like stale news to me. What’s new about this news. Previous news stated that Roxane Sylvester was with the port boss when she was arrested, and allowed to walk. Head coach is not just now and never will divulge this information. He enjoys being wrong and strong.

    What’s interesting is that Smith is fighting for his life, but Roxane Sylvester is not. She is in a job at a Government owned enterprise. Long run for mega horse.
