Acting Governor David Archer, Jr made the declaration of the holiday on the advice of Cabinet.

The late O’Neal, who hails from Virgin Gorda, passed away at the age of 85 on Monday, November 11.

What ever the BVI shows US to do for the First and One of the Leaders of Leaders Late Hon. Ralph O’Neal will be greatly appreciated since he carried that important TORCH in bringing the BVI in positions of growth of a Caribbean island such as the BVI.
