Fraser supports preclearance for ferry travellers

Deputy Premier Julian Fraser has thrown his support behind the idea of introducing preclearance for ferry passengers traveling between the Virgin Islands and the United States Virgin Islands (USVI), saying the move could improve the overall travel experience and boost ferry usage.

Preclearance would allow passengers to complete immigration and customs procedures before departure, typically at the point of embarkation. The system, already used in several countries with agreements with the United States, often results in reduced wait times upon arrival.

“One of the initiatives that the Premier has discussed in St Thomas at our last visit was the idea of having preclearance,” Fraser said during the Virgin Islands Voice forum on April 16. “I think that would go a long way in enhancing the experience of the trip to St Thomas by ferry.”

He added that implementing preclearance could address ongoing service delays. “That whole issue of waiting for customs and waiting for immigration would go away, and it would help for the travelling public to patronise the service even further,” he stated.

Fraser’s endorsement comes amid growing concerns about declining ferry traffic, as airlift to the BVI continues to expand. With American Airlines and other carriers increasing flights to the territory, ferry operators have reported reduced passenger numbers and have called for government support to help the sector stay viable.

The idea of preclearance was reportedly discussed during recent high-level talks between the BVI and USVI governments. Premier Dr Natalio Wheatley previously confirmed that efforts are underway to strengthen cooperation in maritime and ferry services between the two territories.

During the forum, Fraser also took a moment to express gratitude to his constituents and reaffirm his dedication to district development.

“The people of the Third District, I want to acknowledge them. I want to thank them for having me as their representative, and I’ll do everything that I can to continue, as I have been in the past, making sure that things go well,” he said.
