Governor assents to BVIEC, Water & Sewerage merger law
The legislation to merge the BVI Electricity Corporation (BVIEC) and the Water and Sewerage Department (WSD) has received Governor Daniel Pruce’s assent, clearing the way for the creation of a new utility body known as the Virgin Islands Energy and Water Corporation (VIEWCo).
Communications and Works Minister Kye Rymer announced that the legislation had already secured approval in the House of Assembly before receiving the Governor’s assent. The move allows the government to move forward with plans to combine the territory’s electricity, water and sewerage services under a single organisation.
According to the government, VIEWCo will become the unified entity responsible for delivering electricity, water and sewerage services throughout the Virgin Islands. Officials said the merger is intended to improve operational efficiency, strengthen service delivery, support long-term sustainability and create greater opportunities for coordinated infrastructure planning and investment.
“This is a historic moment for the Virgin Islands. The merger reflects this Government’s commitment to building stronger, more resilient public institutions that can better serve our people today and for generations to come. By bringing these essential utility services together under one modern framework, we are creating a more efficient and sustainable future for the territory,” Rymer stated.
The minister also thanked Premier Dr Natalio Wheatley, members of the government, the House of Assembly, Governor Pruce and other stakeholders for their support of the initiative.
As part of the transition, residents and businesses will begin seeing a more coordinated approach to public communications. The government said notices relating to water and electricity interruptions, service advisories and other customer information will now be distributed through a unified public notification platform.
Employees of both organisations have been formally informed about the legislative approval and ongoing transition activities. The government said it remains committed to maintaining continuity of service while the integration process proceeds.
The ministry also announced plans for a territory-wide graphic design competition to develop the official brand and logo for VIEWCo. Residents will be invited to submit original concepts reflecting the corporation’s mission and commitment to sustainable energy and water services. Details of the competition are expected to be released in the coming weeks.
“The new Corporation belongs to the people of the Virgin Islands. We want the public to be part of this exciting journey from the very beginning by helping to create the visual identity that will represent this new chapter in our history,” Rymer stated.
The merger has been under discussion for several years as government officials sought ways to modernise utility services and improve efficiency.

The water and sewage department is the epitome of mismanagement, yet there has never been a forensic audit on it.
Just pressure on the consumers, the real victims of the misuse of public funds. Yet we are going on like all is well, continuing to be pressured to pay for leaks and mismanagement.
