New drainage project under way in Sea Cow’s Bay

The Ministry of Communication and Works has announced a new drainage project in the Sea Cows Bay area, that began, as part of its broader initiative to address public infrastructure needs across the Virgin Islands.

The project, focused on constructing a new drain crossing near the junction of Elevator Hill and the desalination plant, is expected to last approximately four weeks. While no full road closures are planned, the ministry confirmed that a bypass lane will be created for motorists during the construction period.

The ministry also provided updates on other ongoing roadworks.

The Ridge Road and Sir Francis Drake Highway have been reopened to the public while the lower Windy Hill road remains closed to motorists. The road between Paraquita Bay and Hodge’s Creek will be closed on Saturday, December 7, and Sunday, December 8, as well as on the following three consecutive weekends. The Ridge Road near Manchester Methodist Church will be closed for one week starting December 3. While residents in the area will still have access, other motorists are advised to use alternative routes.

Premier Natalio Wheatley, who also serves as Minister of Finance, highlighted that $35.8 million from the historic $100 million loan secured earlier this year has been allocated to roadworks.

The $100 million loan—the largest in the territory’s history—is being used to address critical infrastructure needs. It carries a 6.5 percent interest rate and is to be repaid over 10 years, with an option to renegotiate terms after the initial period.

The ministry assured the public that updates on progress and any additional changes to road access will be provided as the works continue.

    The opening picture aptly illustrates how the natural drainage of steep hillsides is compromised by the indiscriminate cutting of access roads. The roads channel water that would have otherwise have dissipated.
