No sense trying to patch Sea Cows Bay Road — Fraser
Third District Representative Julian Fraser has dismissed the idea of short-term repairs for the Sea Cows Bay Road, warning that any attempt to simply “patch” the damaged roadway would be futile.
Speaking during a live broadcast of Virgin Islands Voice, Fraser explained that a complete rebuild is necessary, given the state of the road’s foundation.
“It’s like a patient went to the doctor with appendicitis, and the doctor opened him for appendicitis and he found that he has a bad heart,” Fraser stated, describing the extent of the damage discovered after the asphalt surface was removed.
The Public Works Department began work on Sea Cows Bay road with the intention of resurfacing, but once the asphalt was stripped, officials discovered the roadbed had failed. As a result, the project has shifted focus to a full reconstruction.
“There’s no sense in trying to patch the road with asphalt, and it starts failing a few months after,” he argued.
Director of Public Works Jeremy Hodge said tenders are already out for a portion of the road to address immediate concerns. The full project is expected to span from the Ebenezer Thomas Primary School to the Palestina bridge and will include drainage and sidewalks.
“The first phase was putting in the drainage crossings, which are the three speed bumps that you see there,” Hodge noted. “And then now it’s to come back now with the comprehensive road installation, which would basically be us taking up the entire road and rebuilding it from scratch.”
Fraser’s comments come amid broader concerns about the state of road infrastructure across the territory. Works Minister Kye Rymer confirmed that $38 million from a $100 million loan has been earmarked for road repairs. However, only $13 million is allocated for 2025, with design and tender processes still underway for several major roads.
Residents have raised complaints for months about the deteriorated condition of Sea Cows Bay Road, especially as hurricane season approaches. Government officials are urging patience as they work through proper tendering procedures to ensure lasting road construction.

Secondly it is the Government who destroyed the seacows bay road. And the people are made to suffer because of their ineptitude.

Whoever is doing the road in Cows Bay better learn to work at nights like they do in most countries when it’s a big job.

Funniest thing is when they started digging up the road in SCB, My husband got excited about what he thought was progress. I told him not to get too excited bc around here this means that it would not be fixed for another year. His jaws dropped and he said no way.
I should have bet him a handsome penny. These people have to be in bed with the banks, mechanics and insurance companies.
Part Head is basically saying: Just accept the sub-par benefits of a 100 million dollar loan that has been squandered on paying increases the greed bill pensions and travel.
One minute, wasn’t the entire 100 million dollar loan was for roads. S!0wW@nde and the A$$C!0wn Brigade use the money for other things. Wow, they are really disgraceful
he can’t see all the old black asphalt that is still adhered to the white concrete roadbed. This uneven surface is ruining tires and suspension parts daily as vehicles regularly drive on this bad road surface. Please do the motoring public a favor and remove ALL the old back asphalt from this section of road in Sea Cows bay ASAP.

Sea Cows Bay is not special when it comes to resurfacing. Everywhere we need to first put down a layer of cement and then asphalt the road properly. That is a no brainer. And, of course, where there is water running onto the road like by the well close to the Community Center, that has to be fixed first. It is time to stop this patch and go nonsense and give all the roads in the Territory a proper upgrade. Layer with concrete and then asphalt. Frazer will ensure his District gets the first decent piece of road, but while we wait for that, we are all going to need new cars while they are driving around with their suspensions pristine at the Government’s pleasure. No haste. No thought for the populace at large.
Fix the dam road here talking politics. he people in the district and the wider society are fed up with the loose talk. Had enough of that kind of bull s**t talk.
Leave Fraser alone! The problem here in the BVI is that everything is based on feelings. Most people love Kye Rhymer so he gets a pass everytime. The reality is that this Minister has been an abject failure and need to shoulder the blame. There are no excuses for taking so long with the works in SCB and territory-wide. Even to givimg simple updates and timelines he has failed to do. But we love the GQ Minister so give him another pass and let us blame the 2 guys we love to hate, Fraser and the Premier.
If there is any leftover asphalt, please utilize some of it to repair the valley/part down the middle of that big noggin. Thank you Sir
Let us not forget that this is the same man who came up with traffic lights on a roundabout and forged ahead with it even after all the professionals told him it wouldn’t work.

Fix the road in Sea Cows Bay from the bottom of Elevator Hill to the Anglican church which should have been done after paving Slaney.
Stay where you at next election. We need to move on pass this man. Stop coming up here spoiling things go back down and leave us in missery..
