Plans underway to strengthen local policing

On the heels of a damning report arising from a law enforcement review conducted in the British Virgin Islands, Premier Dr Natalio Wheatley has indicated that the government has already begun plans to strengthen policing in the territory.

There have been suggestions that a root cause of the Office of the Director of Public Prosecutions (DPP)’s perceived failure to consistently win cases could be, in part, due to the Royal Virgin Islands Police Force’s improper handling of procedures.

Director of Public Prosecutions Tiffany Scatliffe-Esprit had been receiving criticism for what appeared to be a poor record in court.

When questioned about this subject matter at a press conference recently, the Premier noted that the recommendations from the law enforcement review would address many of these issues. He said the review was designed to improve the ability to detect, arrest, and prosecute crime.

“We’ve made resources available to strengthen the police department, as well as the Director of Public Prosecutions department, and the recommendations in the Law Reform report will inform improvements that will help us do a better job,” he explained.

The UK government allocated approximately one million dollars to contribute towards a comprehensive review of the territory’s law enforcement agencies. The funding came amid a spike in various crimes, especially those related to guns and the drug trade.

Governor Daniel Pruce disclosed that the UK government appointed a manager to oversee the territory’s implementation of comprehensive law enforcement and justice reforms.

The latest development came in response to a detailed review by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), which scrutinized the BVI’s structures, resources, conduct, and standards across law enforcement agencies. The review’s recommendations were designed to improve the efficiency and effectiveness of the DPP’s Office and the wider criminal justice system in the BVI. Implementing these recommendations would require constitutional change.

      Are they any better? Have you not researched those you believe is better? Racism nepotism criminality. How much money poured into this funnel without results. Where are the trainers from? They got millions to investigate several heinous crimes can you actually say the result. But its this clamour for another face to make some secg safe while they are not even looked upon in any case xcept in dui.

    to strengthen the police lies with the Governor. BVI government just needs to promptly supply the funding when requested. No HOA debates, no endless committee reviews, no procrastinating, etc. just provide the money to overhaul the RBVIPF ASAP!

    The local government gives the police money every time they ask for it. SO both the governor & local government are failing in certain areas & that is what people are not seeing when they shift the blame & cause confusion. They are both to blame.

    Don’t the dpp look over the files submitted by officers before they carry anyone to court?

    if them done frig up the procedures then why is the dpp still taking them to court?

    dpp decide if the case brought is good enough to lay charges

    Start by thoroughly vetting each Officer presently in the Force. Are they deemed fit or reasonably qualified for the position legally? Not everyone in uniform is mentally qualified for the job. It’s just a job for them no Policing ambition or aspiration. Just a job with many benefits.

    Big man , stop playing The blaming game , how can you say such nonsense ??, read and learn, it’s not a secret that the RVIPF at times ,make blunder , However , the police should not be blame please allow me to explain why.

    The Police is responsible to make the arrest , preparation and vetting of file and then send it to the DPP, on the other hand , is the duty of The DPP ((after carefully reviewing the file)), to determined whether or not that file have all the ingredients necessary to be successful in court, ( read it again )),

    If by any chance , the DPP is of the opinion that the file is not complete, then the file will be returned to the Police ,with instructions with a list of things to be extracted and/ or included .
    In order to resend the file to the DOP ,The police have to comply with all the instructions therein,
    please bear in mind , in complying with those instructions, the DPP do not take into consideration any suggestion, Ideas and / or concerns from the Police.
    As a result , In occasions ,elements on the file that were instructed to be excluded, at the end of the day were needed and viceversa, things that included were not.

    Ironically , While we are here playing the blaming game, known criminals are getting away, and back on the streets.
    Is my humble opinion. That its time for the DPP and The COP to create a Team (DPP / Police ) “”Case File Vetting Team “”
    A Team that instead of giving instructions, who is the Boss, and Who have more Brain, a Team able to seat together and share Ideas, Información, Suggestions and Concerns. For the benefit of the Community as a whole.

    One and solely one demographic is overwhelmingly responsible for the base criminal activities large or small,heinous and depraved crimes in these Vi. The written records ,the personal experiences loss of property and lives of their victims is no secret.
    Erase them..simply erase these monsters masquerading as humanity.     Firstly the police force is riddled with internal corruption starting from the head, we have a bunch of incompetent senior officers, now we have a Jamaican recruiting ring, the Jamaicans are being roped inn on a monthly basis, complement of that arrogant Jamaican police woman who works down at PHQ, she controls that weak waste of time D** who needs to go home, we need the entire senior team of the rvipf be replaced with UK officers, these local here don’t even worth a dime.

      UK is not necessarily the answer as they have helped to create and feed much of the problem in the force. A comprehensive plan forward is needed to get that force back on track but alas it seems that the UK is operating by divide and conquer. Becareful of the words you speak.

    The problem with the RVIPF is not just lack of funding; it is multifaceted,,ie, structure, processes, leadership and management, training , etc. The RVIPF is a centralize -decentralized process, ie, local government/taxpayers fund operations and maintenance but the organization falls under the purview of the Governor? The UK as the Administering power is supposed to be guiding the VI towards Va full measure of self-governance. But it seems tge UK is using the Force as an employment opportunity for its citizens, ie, CoP, etc. Is local training effective? A stricter , stronger selection process is needed. A stronger physical readiness,,conditioning, appearance , etc programme is needed?

      To stealth, the po-po needs to look the part. Some present a slob appearance and may be even to get out their own way. Their conditioning and appearance is not just about look but more importantly about their health and wealth being and job performance. When one cannot run 1/64 of mike without being winded, there is a problem with serving and protection. A sleek looking appearance oozes confidence in the individual, the force overall, and the public. At least, it takes away the jokes, criticism, memes, etc.

    Good Policing has declined over the decades and is certainly not better today. Back in the 90’s many guys were rewarded khakis who bluntly put were qualified for such high office. They lacked experience and knowledge of the law and we to weak to understand and accept wise counseling. They were scared of testifying in court and were weak in grammar and their knowledge of the law. Many failed to submit statements for prosecution purposes and as a result many good cases were lost for want of prosecution. The DPP needs people, that have a good track record of scrupulous policing and file vetting practices. No case file should reach the High Court for want of information to prosecute. And it’s my strong belief that the quality of the force has declined immensely and getting officers from the UK will not stem this weakness overnight. The investigators, file vetters and prosecutors, need to own each case and attach pride and dignity to their work. People’s families, lives and society’s well being are seriously impacted by these outcomes.
