Public service launches customer service certification programme

The Virgin Islands Public Service has launched a new customer service certification programme to improve service delivery across government departments, with the first group of 15 public officers already completing training and earning regional certification.

The initiative, known as the Excellence in Customer Service CXC Programme, was launched by the Public Service Learning Institute (PSLI) in partnership with the Caribbean Examinations Council (CXC). Officials said the programme is designed to transform the culture of customer service throughout the public service and provide officers with recognised professional credentials.

Speaking at the launch, Director of the Public Service Learning Institute Dr Connie George said the programme marked the start of a broader effort to strengthen service standards across government.

“It’s more than a ceremony, it’s the beginning of a long journey — a journey towards the public service that the people of the Virgin Islands can point to with confidence,” Dr George stated.

Dr George explained that the institute was established to support the professional development of public officers and help build what she described as a world-class public service. She said one of the gaps identified through the public service transformation programme was the absence of a formal customer service training framework, despite officers being expected to deliver high-quality service.

According to Dr George, CXC was selected because of its regional standing and educational credibility.

“The Excellence in Customer Service Program is now a CXC-certified curriculum built specifically for the public sector in the Virgin Islands,” Dr George said. “Not a generic course … but a programme designed with the unique pressures and accountability of public service delivery here in the Virgin Islands.”

She noted that the programme includes structured instruction over several weeks and requires participants to pass a final assessment before receiving certification. All 15 officers in the first cohort successfully completed the programme.

“I pause at this time to say congratulations to all 15 public officers drawn from across the Virgin Islands Public Service who committed many weeks of rigour, formally assessed learning, and every one of them who stand before us today have passed the CXC Final Assessment and have earned their certificates,” Dr George stated.

The director said the certification is recognised throughout the Caribbean and serves as a foundation for further professional development.

She also outlined plans to expand the programme throughout the public service. Members of the first cohort have completed a train-the-trainer component and will help deliver future courses. Additional training is planned for frontline staff, senior managers, supervisors and other public officers.

“We want this programme to reach the entire public service,” Dr George said. “Team by team, ministry by ministry, department by department, until excellence in customer service is not just an initiative, but a standard part of the professional development journey of every public officer in the Virgin Islands.”

The programme forms part of ongoing public service transformation efforts that seek to strengthen professionalism, accountability and service delivery across government ministries and departments.
