RVIPF probes Facebook video allegedly inciting political violence
The Royal Virgin Islands Police Force (RVIPF) has launched an investigation into a Facebook video allegedly promoting violence as a form of political expression.
In a statement on Wednesday, December 18, the RVIPF confirmed awareness of the video, which they believe incites violence, potentially violating local laws.
The force cited Section 351 of the Criminal Code, Revised Edition 2013, which defines the offence of Intentional Incitement. This offence carries a maximum penalty of 10 years in prison.
While the individual involved is reportedly well-known in the territory, the RVIPF has not disclosed their identity.
Detective Chief Inspector (DCI) Kenrick Davis emphasised the limits of free speech. “Everyone is entitled to freedom of speech, but this does not extend to making statements that endanger others,” he said.
DCI Davis also referenced Section 19 of the Counterterrorism Act 2021, which addresses incitement to violence that could lead others to commit terrorist acts. Violations under this section carry penalties of up to fourteen years in prison and fines as high as $500,000.
Additionally, the Computer Misuse and Cybercrimes Act prohibits material deemed grossly offensive or containing menacing content, which may also apply in this case.
The RVIPF cautioned the public against advocating for violence, warning of severe consequences under the law. They assured that the investigation is ongoing and pledged to provide updates as it progresses.
