What Governor’s additional powers could look like after a suspension

Governor John Rankin has reiterated that, at this juncture in the governance reform process occurring in the territory, he does not believe there is a necessity for additional powers for his office. He expressed his hope that such powers will not be required.

However, the Governor has made a commitment that if the government does not make sufficient progress in implementing the necessary reforms, he will need to report back to the United Kingdom to assess what additional measures might become necessary.

“It would only be when we reach the point where I believe they are required, that I would give the detailed examination of precisely what those powers might be,” he stated at a recent press conference.

Shedding more light on what those powers might look like, the Governor said this new authority – which will mean power being removed from elected officials in the territory – could be relatively simple.

“In relation to procurement, which is an area which I’ve commented on in the past, there’s a problem in terms of planning ahead to recognize when existing contracts may need to be renewed and bringing those renewals to the attention of ministers, and the attention of cabinet for decisions to be made,” Governor Rankin explained.

He expressed that this meant Public Procurement Act procedures aren’t quite working as well as it could be. “So you might have additional powers being taken in the hands of the Governor to ensure better implementation of the objectives of the Public Procurement Act,” he explained.

The Governor added: “So it could move from a comparatively technical but not important area, to [something], obviously, we could all imagine, much bigger powers conceivably being taken by the Governor.”

He was keen to emphasise that the process is “not at that stage yet”.

“We’re at the stage of seeking within the existing system to have implementation. As and when we come to that point where I believe, I judge that there’s been significant failure, I’ll be then looking at the additional powers equation more substantively.”

    I want a job like the Governor.
    1) Just do a speech weekly and name only the bad about the country while striking fear to destabilize.
    2) Use the police force through the head to go at anyone who exposes their deceit or challenges them.
    3) Don’t do a thing all day but get melee, plot the next attack, and plan the next social event (paid for by our tax dollars) for his local imps.
    4) Have tax payers pay for his butler, house, local staff, vehicle, security, social events, gas, chef, gardner, domestic staff, office expenses, and many more.
    5) Divide the country and public service cloaked as good governance and integrity.
    6) Condemn who he feels should not rise to prominence or he thinks need to remove from prominence.
    7) Fool people with words sounding like he is saying one thing but really saying another. Master of deception cloaked as diplomacy.
    8) Do not have to run for elections but have more power than those elected which is slap to democracy.
    9) Determine on his own the country is not running how he and his UK bosses want so high handedly pass an order in council in the UK Parliament to suspend the country’s constitution in modern times, so they can be the judge, jury, and executioner and hold it as “an insurance policy” over the BVI like the slave master with the whip while the BVI cannot hold any insurance policy over him even to say definitively if all the recommendations are met in time if the order will be removed or if the goal post will shift again and again. Talk about high handedness.
    10) Fool the people telling them if they want independence all they have to do is ask but cannot produce a clear policy or written procedure to follow so one can apply or pursue independence. Simply meaning it will not be allowed.
    11) Plot the least troubled path to get UK people to be the Head of Prison, Immigration, Customs, PS, DPP, AG, etc. If they get these then it makes it easier to do a bloodless take over and seem justified as they will say they are acting on the recommendations of the Heads of Department (which would be them).
    12) Without negotiations force 48 unrealistic COI recommendations and have the local government put them in knowing full well they are written to control the country from the UK. So by having the local government do it the UK say to the BVI people, don’t blame us, blame the local Government. And if the local government doesn’t do it then they suspend the constitution and do it and still blame the local government under the cloak of corruption.

    I want a job like the Governor where the laws of the land do not apply to me but I can apply it to everyone.

    BVI is worse than Haiti at least Haiti has a sense of national identity. BVI is an individualist society all about I myself and me. Elected representatives are useless they can only deal with petty stuff and even that they make a mess of. Look at the condition of the road from Village Cay to Cutlass Tower they removed the pot hole from the premier’s office only to create one at Republic and First bank area. This is so laughable its pitiful. How can this standard be given a stamp of approval for independence what a crying shame….a serious ball of confusion.

    If the people do or do not understand, inner stand or react to the current obvious looming loss of the BVI territory back to the colonizers, they are headed towards an obvious silent take over and rude and nasty awakening.

    They are heading towards an obvious complete disenfranchisement of the local people from their home, financial industry, their independent governance and other institutions.

    They will find themselves under hard UK oppression and totally cut off from life, as they know it today, for decades and even centuries to come.

    They will, while helplessly watching the UK whyte people come in and begin to enjoy every aspect of their country and its economy. The writings are on the walls.

    They the Black people, local and down islanders alike, will be subjugated to third and fourth class citizens with no human or animal rights, as they will be reduced to less than animal status.. To know the nature of the UK (man) is to know its history.

    I want a job like the Governor, has stated the obvious succinctly. Those truths stated are real. Moreover, never should they be in existence in the 21st century, but there they are.

    We had better wake up and take immediate steps to avoid the obvious. But knowing our people psych, they will do nothing, wait until they are buried in UK oppression and then try to fight the Goliath to gain back their life. While such a fight will cost many imprisonments, hardships and deaths…

    Many still remember the 1929 and 1960 rebellions with Mr. the devastating cost to lives and the redirecting of the future of Black Virgin Islanders. We must wake and change our trajectory before they change it, negatively, for us. Those are truths that are staring us in the face.

    Therefore, I matters not today, who do not accept truths. Truths faze them not. What matters is the awakening of minds of the people to those truths, before the hurrican of all hurricane comes…

    in all the British Overseas Territories rests with the Governor. Some BOT’s elect governments some don’t. Either way the Governor is large and in charge no matter what deluded politicians want.

    It’s crazy to think that Britain would mistreat the black population as you described. I’m a BVIslander living in the UK and I haven’t faced no form of racism,in fact folks in England are way more pleasant and friendly than “our own black people in the BVI” I’m afforded the same free Healthcare as any other race.dont get me wrong there’s racism everywhere but it drives me crazy when there’s talk surrounding the UK and the governor and instead of people holding the corrupt politicians accountable, the first thing they do is assume that the UK has ulterior motives. Some ppl need to travel more or live in a first world country to gain perspective. Some local BVI ppl live in a bubble I swear.
