Dr Carolyn O’Neal-Morton appointed PS in Premier’s Office

Long-serving public servant, Dr Carolyn O’Neal-Morton is the new Permanent Secretary in the Premier’s Office, a government-commissioned media release has said.

The release said Dr Morton’s appoint took effect today, March 12 following Governor Augustus Jaspert’s advice to the Public Service Commission.

As the Permanent Secretary, she will be the Premier’s Chief Advisor “on the strategic management, leadership and execution of subjects that are within the Premier’s portfolio.”

It continued: “She will oversee the overall coordination and administration of the ministry and ensure that all activities are carried out in accordance with Government policies, procedures and global standards.”

Furthermore, her role extends towards “exercising broad policy oversight over all departments and units within the Premier’s Office and will oversee and coordinate the budget submission of all departments within the ministry, among many other duties.”

Dr O’Neal-Morton takes over from Kedrick Malone who was only appointed to that post on August 30 last year for a six-month period.

Long-serving public servant 

The release stated that the new Permanent Secretary has been part of the public service since 1994 when she started in the Magistrate’s Court and Registrar of the High Court as an official Spanish translator.

Dr O’Neal-Morton has served as a teacher in the BVI High School, now renamed the Elmore Stoutt High School, and as a Foreign Language Coordinator and as the Permanent Secretary in the Ministry of Education and Culture during the period of 2009 to 2013, it further said.

Dr O’Neal-Morton holds a PhD in Education Administration from Bircham International University as well as a Master of Education in Education Management from the University of Nottingham.

In the meantime, Premier Andrew Fahie has said he is pleased to have Dr O’Neal-Morton join his team.

    How is she qualified for such a job they are destroying the country putting the wrong people in key positions. Why didn’t they put her as the college chairman or president?

    If the VIP keep up this level of foolishness, it will eventually lead to a “brain-drain”, as individuals who have the ability to contribute and are not given the opportunity to do so, will eventually leave the territory.

    I think she would have been more effective as the PS for the Education Ministry, considering the level of educational qualifications and experience she has. Just my 2 cents

    This is not the Premier’s choice, this is the Governor’s choice. So this is not a VIP appointment, just to be clear.
