Leaked AG report: Major questions about fruitless $500K spend in Fahie-led programme

The Virgin Islands Neighbourhood Partnership Project (VINPP) designed and introduced by former Education Minister Andrew Fahie back in 2008 yielded virtually no results, despite his ministry paying more than half-million in fees to consultancy firm Claude Ottley Consulting Limited over the course of several months.

This was the conclusion of an official report that has been leaked to local media after years of being withheld from the public. The report also cited a number of “questionable” expenses paid under the project.

The report — which bore the official seal of the Office of the Auditor General but did not have a date — said the consultancy firm was contracted to coordinate and mobilize churches, schools, other organisations and community groups (participating centres) to provide assistance and guidance to some of the most fragile and volatile youths across the British Virgin Islands.

Lacking and non-existent

But at the end of the programme which ran from 2009 to 2010 under a Virgin Islands Party administration, the ministry paid out a total of $571,800 over several instalments without any real work being done.

The report said: “The information received [while conducting the audit] indicates that performance was either non-existent or lacking in a number of areas stipulated under the contract”.

Although the consultancy firm was paid to coordinate the programme on Tortola, Virgin Gorda and Anegada, the report said the programme was executed in limited sessions on Tortola. Participating centres on Virgin Gorda said representatives of Claude Ottley Consulting — which was supposed to coordinate the programme — only visited their location once.

“The visit spurned some displeasure with the church leaders because it was felt that the consultant and VINPP had not delivered on their promises and were now seeking to take credit for the work that had been done,” the report said.

It continued: “There is no evidence that the programme commenced on Anegada.”

According to the report, a sub-contract totalling $19,000 was issued to a company called Godfolks Media Group to assist with coordination on the three aforesaid islands. The monies were paid in instalments over several months to that company, the report said.

“Although regular payments were made for field coordination, the information received indicate that there was insufficient follow-up with the few participating centres,” the report further said.

Misleading money management?

The programme also was to provide participating churches and centres with a monetary grant of $5,000 to help “defray costs and to ensure that they were properly equipped to carry out the programme”. However, the report said the programme “overstated” the grants that were offered.

“The grant that was promised to them fell short of $4,000,” the report said. The report concluded that, overall, the grants that programme coordinators claimed was offered to participating centres were overstated by a commanding $27,000.

But that figure is not the only financial discrepancies the Auditor General noted. Programme coordinators said part of their expenses in executing the programme included travel/airfare and car rentals costs that totalled $19,062.60.

The report, however, said: “There was no information or reports with respect to the extensive travel undertaken on how this related to the development of the programme.”

Thousands spent on non-existent computers

The programme and its coordinators had also claimed that $34,000 was spent on purchasing computer supplies for 17 of the participating centres. But, the audit reveals that there is “no evidence that the allocated computers were purchased and supplied to the participating centres … The New Life Baptist Centre (one of the participating churches) did report receiving two refurbished computers; one of which had stopped working”.

These and other expenses which the Auditor General described as “questionable” were listed in the report. When contacted about the 17-page document on Monday, Auditor General Sonia Webster said the report BVI News described to her was drafted several years ago and was not done for public consumption. She declined to comment further.

Meanwhile, news of this report on the Andrew Fahie-led programme comes on the heels of his party accusing incumbent Education Minister Myron Walwyn of financial mismanagement in relation to the controversial Elmore Stoutt High School perimeter wall project.

A similar audit on the wall project has been handed over to police to ascertain whether wrongdoing was at play in that Walwyn-led project.

      This report was leaked illegally. There needs to be an investigation into this. Those responsible should be prosecuted. No stone should be left unturned.

      Meanwhile, the people are still waiting for the official audit to be released through legal means regarding the BVI Airways and the Pier. The people are also still waiting to see the results of the Police Investigation into Walwyn’s Wall.

      All of this won’t be necessary in the future if we have proper whistleblower laws in place to catch the bad guys. We need more legal transparency.

          Well this shows us that Fahie is willing to invest in our YOUTHS. He wanted a programme to provide extracurricular after school activities and academic support for children in the pre-primary to primary classes.

          More could have been done to monitor how it was implemented.

Here is a gentleman who claimes to work for the youth, then he get’s $ 579000.00 assigned for that and only about $ 27000.00 are spent on the program, the rest is WHERE???? So if he had good intentions and that is not his fault, he can not handle any money since he failed to monitor the moneys he got from the treasury for that program.

            Walwyn neglected the primary schools and the children. Imposed a useless 6th year at the high school so that the “youths” could waste time, Did nothing to provide for after school activities, thus fights, fights and more fights in the high school. He had his moment. Its time to go.

        @Call Me ishmael we definitely are awaiting the findings of the Commission of Police. The premier in his recent protective posture, in an attempt to brush aside Myron’s “small wall Auditors Report” predicament” stated that Myron was not under investigation. Why and how can he make that utterance? The governor turned it over to the Commissioner for specific reasons.
        Since the report basically stated several breaches by Mr Myron: Bypassing Finance Ministry, Bypassing PWD, rushing through the Treasury payment process, paid for work not completed; and of course the big one, buying vote (in a round about way). So many breaches its taking so long Analyze and process its findings.

        This would drive me crazy; going through a campaign season with possible Jail time pending

    Why wasn’t it for public consumption? So it’s okay to rake NDP over the coals but not VIP? I am glad this information is out. FBI investigation, fake medical school study, fake neighborhood/school initiative, the same consultant is now a VIP spokesperson, connect the dots people!

My questions are if NDP knew this why did they align with C—-. We kept hearing about Biwater on talk shows, newspapers, online news but where was the outrage for this while it was happening. Fahie made sure we heard about the BVI Airways saga as any good opposition leader would do so why didn’t NDP do their best to keep this topic fresh? Why wait until campaign season 2 terms later? Why hire C—- knowing this information? Why give him a consultancy contract after losing the election that he ran as part of NDP. That’s why we can’t trust NDP they were supposed to be the hero instead they became the party that they tried so hard to remove from power.

    It is quite interesting that out of the blu that this surfaced now and the NDP and its supporters want to believe the findings of the Audit or Auditor General.

    When the audit was done on the wall it was leaked before it could be discussed in the house and the minister justified releasing it and paying money for a wall that was not completed to 70 contractors.

    As far as I can see both have done wrong not going to condone the misuse of public funds. When the NDP own up to their other other misspendings then we can talk.

    Nothing about any of this information is new. As a matter of fact this is what our politicians do all the time. They talk for 6 months after they are elected about who did what to who. Then they sweep everything under the carpet of “das our boy, he from here” and move on. They all do it, VIP, NDP. It’s just that the stakes are higher now and more people want those cushy HOA jobs with the paychecks attached whether they do or don’t do anything. VIP backers think that the crap the NDP do or did is bad and now it’s their “turn” to put their hand in the cookie jar. And let’s not forget that because of the hurricanes there’s lots of money out there to be earned. Never mind the government is flat broke until such time as the recovery monies get freed up somehow or another. So all the so called contractors with their trade licenses as consultants or whatever they call themselves need to make some money, and the NDP contractors need to either step aside or make room for them. This is how the political game is played and everyone thinks it’s okay until things start falling apart and we are caught short and not ready and more of us are suffering because of it. That’s all this is. Everyone knew, NDP and VIP that CSC should not be trusted but he’s been worming his way in for ages, doing what he does best and getting away with it, because once again, he our boy, he from here (well sort of). Documents laid in the HoA were not brought to the public as it wasn’t in law but for the past 8 years it was implemented because the quantities of money being misplaced was outrageous. It was because of the NDP we have the RDA, we didn’t get any monies after the storms and flood, we have cost over runs on many projects, we are out $7.2mil with no planes to show and no way of getting back our tax dollars, no accountability or transparency.     BVI Airways was a bad deal and the government lost money. The Pier Park report was laid in HOA and information came out that the real budget of the park with landside plus dock/pier was $79 million and they spent $83 million putting the foolish $40 million dollar overrun nonsense to rest. Will you sit here and agree that the wall should have gone to the police but this blatant disregard for public money that is in this report shouldn’t either? Wrong is wrong regardless of who does it. NDP has done their share of s**t but listening to NDP I keep hearing them saying the NEW NDP will do this or that and who knows if they’re honest about this. So someone from the AG office leaked this document right does he Minister Myron knows what his followers are doing?
